The means of getting into the dark citadel has something to do with that Viz-jun location, as it's location, presentation, and apparent lack of hub amenities implies to me that it's likely the group staging area before entering the dungeon proper. Sort of like how Guulrahn is an entire city that doesn't appear on the map but has two associated dungeons related to it and the Hidden Overlook waypoint.
